Description: A financially stable and highly-functioning agency, GRTC is seeking a Chief Executive Officer (CEO) with exceptional leadership skills who is a visionary and can advance transit throughout the region. Jointly owned by the City of Richmond and Chesterfield County, GRTC was purchased from private owners and incorporated as GRTC Transit System in 1973 to provide public transportation service in the Greater Richmond area. Today, GRTC is one of the most efficient transit systems in the nation and has indeed become a world-class transportation system serving every sector of the region. Over time, GRTC expanded to include services for seniors and individuals with disabilities, welfare-to-work transportation, vanpool and carpool development, emergency ride home services, and expanded service to surrounding counties and cities.

Duties and Responsibilities: In the summer of 2018, GRTC launched Pulse, a highly successful 7.4-mile Bus Rapid Transit service. GRTC operates a fleet of 157 transit vehicles, which include both buses and cutaway vans, traveling over 40 routes and servicing more than 8.6 million riders annually. GRTC’s CEO reports to a six-member Board of Directors, three of whom are appointed by the City Council of Richmond and three by the Chesterfield County Board of Supervisors. The GRTC Senior Leadership Team includes the Chief Executive Officer (CEO); Chief Operating Officer (COO); and Chief Financial Officer (CFO). Departments within the agency include Communications; Construction Management; Human Resources; Information Systems; Maintenance; Planning; Procurement; RideFinders; Risk Management; and Transit Operations. GRTC has an approved FY2019 budget of $53 million and 409 FTEs.

Qualifications: Requirements include a bachelor’s degree from an accredited college or university in business or public administration or related field; a master’s is preferred. Must have a minimum of ten (10) years of senior management transit-related experience. Experience in budgets/financial management, grants, labor relations, transportation planning, and technology is desired.
