Description: The newly formed Tulare County Regional Transit Agency (TCRTA) is looking for its very first Executive Director. Several agencies in Tulare County recently agreed to consolidate transit services. The agencies are: Cities of Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Woodlake, and Tulare County. Four of these agencies currently provide fixed route and Dial-A-Ride (DAR) services, and one has DAR only. The TCRTA is just getting off the ground so there is a lot of work for a new Executive Director, and a lot of room to help shape the vision of this new transit agency in Tulare County, Calif. This is a full-time at-will position.

Duties and Responsibilities: The Executive Director serves as chief administrative officer and manages all aspects of the agency.

Typical Duties (not all-inclusive)

  • Manage a customer-centric, publicly financed organization that provides year-round transit service to its customers daily with an emphasis on safety, security, reliability, cost, and on-time performance.
  • Prepare an annual operating budget and any budget amendments for Board review and approval and administer all services and activities within the adopted budget.
  • Develop and implement a service plan that is consistent with Board and stakeholder priorities and report periodically to the Board on the status of service, relative to the service plan and the adopted budget.
  • Oversee an effective marketing plan to create a positive culture and strong public image that promotes the agency, its services, and increases transit ridership.

Qualifications: Graduation from an accredited four-year college or university with a bachelor’s degree in transportation, management, engineering, business management, planning or related field that is acceptable within the United States’ accredited college university system. Ten (10) years of progressively responsible experience within a transit agency or another public or private entity of comparable nature, complexity, and size to the Tulare County Regional Transit Agency, five (5) years of which includes executive level management experience.
