Description: RLS is seeking an Associate to join its growing compliance practice and support the Illinois Department of Transportation (IDOT) in exercising oversight of its subrecipients. Applicants must be familiar with the Federal Transit Administration (FTA) regulatory landscape, including Section 5310 and 5311 funded programs.

Duties and Responsibilities:

    • Coordinate and oversee on-site regulatory compliance reviews of various transit systems throughout Illinois.
    • Provide on-site technical assistance and training to Section 5311 and 5310 recipients.
    • Assist the Illinois Department of Transportation staff with Transit Operating, Capital, and Technical Services (Planning) Programs.
    • Develop and conduct periodic training on compliance review topics.
    • Other duties as assigned.


    • Minimum of two years’ experience with a public transit system, state department of transportation, or private/non-profit transportation provider.
    • Bachelor’s degree is required.
    • Advanced computer skills, including expertise in Microsoft Office.
    • Excellent oral and written communication skills; strong presentation and public speaking abilities.
    • Additionally, successful candidates will possess the proven ability to develop and maintain relationships with internal and external stakeholders, perform qualitative and quantitative analyses, manage multiple workstreams under tight deadlines, and ensure strict adherence to project budgets.
    • Valid Driver’s License and the ability to travel, as necessary, within the state of Illinois.
