Description: The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) seeks a professional planner with demonstrated experience as a strong project manager and passion for innovative planning with a work ethic and motivation to strive for a positive impact on the region and local communities. Interested candidates should be confident in their ability to establish and attain goals, meet deadlines, work both independently and as part of a team, requiring adaptability and objectivity. The BCDCOG’s primary objectives are to assist local governments develop local and regional plans within the tri-county region, as well as providing local governments with planning and technical support to improve the quality of life in the region, which is located on the coast of South Carolina and has a population of over 775,000. The Charleston area is known for beautiful beaches, golf courses, award winning restaurants, arts and entertainment. Because of an attractive quality of life and increased economic opportunities, the region has experienced a positive growth rate and this trend is expected to continue. The BCDCOG also serves as staff for the Charleston Area Transportation Study (CHATS) Metropolitan Planning Organization (MPO), regional Economic Development District (EDD), provides direct support to local jurisdictions in comprehensive land use and land development planning, community development (CDBG) project development, and infrastructure project implementation, as well as coordinates planning and implementation of multi-jurisdictional land use and transportation planning initiatives.

Duties and Responsibilities: You would be a good fit for this position if you are interested in professional planning and project management supporting: development and monitoring of the region’s multi-modal transportation system; development of comprehensive plans, zoning and land development regulations; development and implementation of infrastructure improvement projects funded by various grant sources; coordination and/or participation in regional environmental, growth and quality of life initiatives; and conducting other related activities such as data gathering, technical analyses and mapping. Duties involve ensuring compliance with state and federal funding, public notification and participation requirements, and grant documentation requirements. The ideal candidate has a mix of knowledge and abilities including strong skills in data research and technical analysis, communications, presentations and computer programs. Experience in the use of analytical tools such as GIS, excel, federal and state environmental processes and proven ability to analyze complex issues and present results in concise reports and presentations.

Qualifications: Candidates must hold a Bachelor’s Degree in planning, public administration, economics or a related field with major emphasis in planning and three years of professional planning experience. A Master’s Degree in planning, public administration, economics or a related field may be substituted for one year of required experience. MPO experience and AICP certification preferred.
