RFP: Rail Activation, Operation, and Maintenance of Honolulu's Integrated and Comprehensive Public Transportation System

The City and County of Honolulu (City) Department of Transportation Services (DTS), the City’s provider of public transportation, operates the local bus system (TheBus) and paratransit service (TheHandi-Van). DTS will also operate and maintain (O&M) the City’s rail transit system which is planned to begin service in late 2020.

DTS is seeking professional services to provide dedicated staff to support and build DTS’ staff capacity for rail activation, operation, and maintenance of Honolulu’s integrated and comprehensive public transportation system including the rail line. These services include preliminary activities related to the initiation and activation of the O&M implementation phase of the Honolulu Rail Transit Project transfer of all rail assets to the City.

The Consultant’s duties will include: communicating and coordinating services with DTS and other City departments to ensure consistency with the City’s processes and procedures, to facilitate timely and informed decisions related to delivery of the Project’s passenger revenue service, and to assist the City in meeting FTA and other third-party processes and requirements.
