Technical Assistance Program

The Rural Public Transportation Technical Assistance Program (RPTTAP), administered by the Community Transportation Association of America (CTAA) with support from USDA Rural Development assists distressed rural communities with transportation solutions to improve economic stability. Since 1989, this program has provided hands-on technical assistance, training, and support to over 355 rural communities across 48 states and two territories, focusing on the establishment, growth, and sustainability of rural transit services and businesses.

The program addresses unmet mobility needs in rural areas, where local resources are often limited. By providing technical expertise, CTAA helps communities implement viable transit solutions that foster small business growth and enhance local economies. Rural transit systems are not just services—they are businesses that create jobs, support local economies, and provide critical links to employment, education, health care and services.

Transit enables rural residents to access jobs that would otherwise be unreachable, especially in regions affected by economic downturns, industrial closures, or natural disasters. The RPTTAP works with communities to identify transportation needs, assess existing services and recommend realistic solutions customized for that community and its challenges. The Program includes long, and short-term technical assistance projects offered through an annual application process for rural communities. CTAA staff and contracted consultants will work with the community over a period of 3-9 months to address existing transportation challenges to include service development, service refinement, facility planning, compliance, community outreach and other elements of transit service provision.

The Tribal Transportation Technical Assistance Program (RPTTAP), administered by the Community Transportation Association of America (CTAA) with support from USDA Rural Development assists tribal communities with transportation solutions to improve economic stability. Since 2000, this program has provided hands-on technical assistance, training, and support to over 60 tribes across the lower 48 states and Alaska, focusing on the establishment, growth, and sustainability of tribal transit services and tribal businesses. The program recognizes the importance of tribal sovereignty and challenges specific to tribes and addresses unmet mobility needs where local resources are often limited. By providing technical expertise, CTAA helps tribes implement viable transit solutions that reduces tribal member isolation, foster tribal business growth and enhanced tribal services.

TThe TTTAP works with tribes to identify transportation needs, assess existing services and recommend realistic solutions customized for that tribe and its challenges.

The Program can assist with compliance requirements for tribal subrecipients of Federal and State funds.The Program includes long, and short-term technical assistance projects offered through an annual application process for Federally recognized tribes. CTAA staff and contracted consultants will work with the community over a period of 3-9 months to address existing transportation challenges to include service development, service refinement, facility planning, coordination with non-tribal transit, community connections and other elements of tribal transit service provision.
