charles rutkowski

Charles Rutkowski is Assistant Director for the Community Transportation Association of America. He joined the CTAA staff in 1991. Mr. Rutkowski will serve as Project Manager for the USDA Technical Assistance Project. Mr. Rutkowski manages CTAA’s Technical Assistance Programs, which include the USDA Technical Assistance Program. Mr. Rutkowski has responsibility for supervising technical support staff, providing direct technical assistance, monitoring consultant activities, and day to day management of programs. Before coming to CTAA, Mr. Rutkowski was the director of a coordinated rural transit system in Chenango County, New York. The system provided public transportation and contract transportation for ten human service agencies in the county. Previously Mr. Rutkowski was a transportation analyst with the Syracuse Metropolitan Transportation Council in Syracuse, New York where he planned and developed specialized transportation programs.
