River Bend Transit seeks a Director of Finance/HR. The future retirement of the position will create an opportunity for the right person to take on the tasks and responsibilities of this key management position. River Bend Transit (RBT) is a non-profit regional public transit system serving four counties and two urban cities. RBT provides demand-response and ADA paratransit service and contracted transit services to various agencies and municipalities. A fleet of 74 revenue vehicles generate over 1M miles and approximately 200,000 trips annually. RBT has approximately 100 employees, the majority being part-time drivers. RBT’s administrative, maintenance and fleet storage facility are located in Davenport Iowa. RBT was incorporated in 1978 and has been the recipient of numerous state and federal transit awards, including the FTA Administrator’s Award.

Position Responsibilities and Requirements

Finance: All financial processes and reporting: general ledger, AP/AR, fixed assets, Medicaid / contract billings, annual budget prep, contracts and grant administration, monthly financial and statistical reports, banking/investment account reconciliation, preparing federal and state DOT reports etc.

Insurance: Oversee annual renewals and RFP’s, report and follow-up on claims, OSHA monitoring and reporting, handle worker comp claims, coordinate efforts with brokers, adjusters etc.

Human Resources: Maintain personnel files, screen applicants/schedule physicals and drug tests, administer the fringe benefit program, administer unemployment claims, prepare bi-weekly payroll, new hire orientation, administer EEO, Title VI and FMLA programs. Counsel employees and administer disciplinary action as required.

Other: Administer board of director’s minutes, agendas and reports; coordinate meetings/social/training events; manage vehicle acquisition, disposition, licensing processes; oversee employee uniform distribution and inventories.

Minimum Requirements: BA in finance, accounting and five years of related experience; or, 8-10 years of experience involving purchasing, finance, budgeting and/or accounting. Three to five years supervisory experience. Non-profit or governmental work experience preferred. Expertise with Microsoft word processing, spreadsheet and database applications.

Desired Qualities:

  • Strong interpersonal communication skills and leadership qualities
  • Proficiency with operational and accounting software
  • Internet and electronic financial reporting experience
  • Working knowledge of labor laws, employee benefits and grant administration
  • Highly detail oriented and organized approach to records and report management
